Purpose
You will support the Security and Safety HQ Unit to coordinate and manage the delivery of corporate security services during the fit-out phase of a new HQ building (under construction) in order to ensure the physical security of people, premises and assets in order to make the new premises fit for purpose and provide a secure and safe working environment.
Operating Network
You will be required to be available beyond the regular office hours at night, on weekends and/or bank holidays even over a longer period in the case of event of incidents or crises. You may have to carry out on-call services on a regular basis.
This post implies a very high sense of ownership, responsibility, agility, and resilience. Moreover, this post requires a very high level of confidentiality and discretion.
Finally, you will be required to apply diplomacy and excellent interpersonal communication skills at all levels, while at the same time, acting on a high level of assertiveness, in particular when it comes to a fast and successful response to corporate security related incidents and/or crises.
This position is part of a capital investment project to ensure the optimal, in terms of scalability, security and integration requirements, and timely implementation of the adapted and modified security activities, services and replaced policies and guidelines to incorporate the new EIB Group building within the scope of Corporate Protection Services Division. The duration of this position is limited to 30/06/2028 which is in line with the completion of the project as it is currently anticipated.
Accountabilities
- Develop, plan, and support of corporate security services for the EIB Group with focussing on the security of people, premises y and assets in order to incorporate the New Building in its scope.
- Conduct needs analysis and design of security service concepts within your field.
- Identify, design and update technical specifications for security related equipment, systems, physical installations, measures and/or services to be implemented in the New Building, as well as actively contribute in the implementation and testing thereof.
- Manage, document and implement appropriate security processes/procedures to enable day one full operational running of the New Building.
- Check, test and assess the effectiveness, functionality and running of security service-related equipment, systems, other physical installations, measures and/or services for the New Building.
- Design and implement manned guarding plans/procedures for effective security operations in the New Building.
- Represent the Security & Safety HQ Unit in the New Building project group, working group, task force and/or committee.
- Manage all phases and deliverables of tender procedures related to the security service within specific scope.
- Ensure effective communication of activities to customers, partners and other stakeholders.
- Ensure the documentation of deliverables for all corporate security service activities with appropriate reporting and, compliance and control.
Qualifications
- University degree (minimum an equivalent to a Bachelor) preferably in field related to protection including corporate security, risk management, or equivalent.
- Certifications in risk analysis, physical security would be considered as an advantage.
- At least 3 years of relevant professional experience, ideally in protection in the public (police and/or military) and/or private sector and/or international organizations.
- Demonstrated experience in Physical Security or Security Project Management for international corporations and/or international or diplomatic organizations.
- Experience in the design, project management and maintenance of security related machines, IT systems, other physical installations, measures and/or services.
- Experience in physical security resource management, including procurement and budgeting.
- Experience with security risk assessment, risk mitigation programs and procedures for operations in varied threat environments.
- Experience working with multicultural and international teams, preferably working successfully with external service providers in a multisource environment.
- Strong analytical skills to successfully perform complex design reviews.
- Excellent communication skills (verbal and written), and ability to write concise summaries and communicate key technical information to nonexpert audiences.
- Advanced knowledge of Microsoft Office applications (Excel, Word, and Project).
- Good understanding of the EIB mission, strategy, policies, procedures, organisation and objectives.
- Excellent knowledge of English and/or French (*) with a good command of the other. Knowledge of other EU languages would be an advantage.

The existence of this position is linked to the CAPEX Programme which is foreseen until 30/06/2028. The Bank may terminate any employment contract in case the CAPEX Programme ceases to exist.
(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire.
