Who we are supporting
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO’s member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
The NCIA provides a wide range of services, including:
- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO’s communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATO’s military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO’s mission to detect, deny, and defeat threats to its communication networks.
- Information Management: The NCIA manages NATO’s information technology infrastructure, including its databases, applications, and servers.
Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO’s communication and information technology capabilities.
The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise’s: NATO International Civilians (NIC)’s, Military (Mil), and Interim Workforce Consultants (IWC)’s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.
Role Duties and Responsibilities
- Support the development and discovery of CIS systems for Security Accreditation and create a baseline of existing systems and services.
- Conduct in-depth analysis of enterprise CIS to support elicitation of requirements.
- Support the development and planning of potential CIS for future accreditation and prioritisation.
- Provide support to current and future NCSC cyber activities within the defined service area.
- Capture and detail systems across the Enterprise and record current security accreditation status in the NATO Network Register (NNR).
- Populate and fully detail the NATO Network Register (NNR) as authorised by ASO.
- Provide technical analysis and recommendations for systems requiring accreditation aligned with operational needs.
- Contribute to the development of accreditation documentation for future systems and services.
- Provide guidance to Project Managers and Service Managers regarding accreditation processes and interdependencies.
- Provide presentations and workshops to Project Managers and Service Managers about the accreditation process.
- Participate in meetings with technical and operational experts, record and track action items, and provide detailed minutes.
- Produce technical reports with accreditation recommendations based on operational requirements.
- Produce analytical reports and recommendations to improve project delivery timelines.
- Participate in bi-weekly meetings offering advice, recording discussions, and addressing technical or operational issues.
- Provide 1 hour per day availability for ad-hoc questions from NCIA.
- Ensure up-to-date documentation of system configurations, integration steps, troubleshooting, and maintenance.
- Monitor logs and alerts, report technical issues, and ensure compliance through periodic performance reporting.
- Produce and distribute reports on audit logs, compliance, and system performance monitoring.

Working Policy
- Onsite – Standard Working Hours. Some consideration may be given for teleworking, subject to line manager approval.
Travel Requirements
- Potential business travel required.

Mandatory Requirements
Skills and Experience
- Experience in providing support for CIS security accreditation processes.
- Experience in preparing and managing accreditation documentation sets.
- Knowledge of NATO Accreditation process and required documentation.
- Experience conducting enterprise CIS analysis and system baseline assessments.
- Familiarity with NATO Network Register (NNR) or similar enterprise system registers.
- Understanding of ServiceNow project planning tool.
- Knowledge of Training Needs Analysis (TNA).
- Experience supporting cyber activities in a multinational or international setting.
- At least 3 years of experience supporting cybersecurity operations.
- Experience in coordinating with PMs and SMs for accreditation interdependencies.
- Ability to deliver workshops and presentations in a security governance context.
- Proficiency in advising and implementing process improvements for project delivery.
- Strong documentation skills for configuration, maintenance, and troubleshooting procedures.
- Experience in monitoring system logs and performance metrics for compliance and reporting.
- Produce and distribute reports on audit logs, compliance, and system performance monitoring.
- Strong communication and stakeholder engagement experience within cyber environments.
- Ability to analyse complex technical detail and express into laymen’s terms.
- Ability to plan and execute assigned project tasks considering policies, programme goals, priorities, funding, and planning constraints.
- Ability to work independently and collaboratively as part of a team.
- Motivated with strong communication skills and a team-player mindset.
- Strong listening skills and the ability to clearly communicate in English.
- Familiarity with EBA and procurement of equipment/services.
- Knowledge of NATO responsibilities and organisation.
- Knowledge of NATO Communication and Information Systems Infrastructure (preferred).
- Experience working in international environments with military and civilian stakeholders.
Education
- Nationally recognised/certified engineering university qualification.
- Master of Science degree preferred.

- Business Level English
